RL together with the office of the Chief Auditor for Train Safety of the Belarusian railway developed:

• the current version of the Rules of technical operation of the Belarusian railway (approved by Order №292Н dated 04.12.2002);
• the current version of the Instructions for train movement and shunting work on the Belarusian railway (approved by Order №294Н dated 04.12.2002);
• the methodology for assessing the safety of train traffic on the Belarusian railway (approved by Order №170Н dated 07.22.2004).

Rules of technical operation and Instructions for the movement of trains and shunting work on the Belarusian railway:

• establish the basic provisions for the technical operation of the railway, the basic dimensions and standards of maintenance of structures, devices and rolling stock;
• regulate the procedure for railway transport workers to control train traffic when receiving, departing, skipping trains, and performing shunting work;
• they will unify technological solutions for the maintenance of devices and the organization of traffic with neighboring states with a gauge of 1520 mm;
• they are basic in the development of road and separation orders on the procedure for the application of certain provisions on the Belarusian railway and road branches.

Methodology for assessing the state of train safety on the Belarusian railway:

• defines general methodological approaches to assessing the state of traffic safety;
• regulates the assessment of traffic safety by absolute and relative indicators;
• provides for the possibility of applying an economic criterion in assessing the state of traffic safety;
• systematizes the assessment of the state of train safety and shunting operation and the reliability of devices in various road farms;
• regulates the forms of reporting analytical data on the state of train safety at the road and department level.
