Decision support system «Technical regulation of road maintenance» (together with the joint venture CJSC «International Business Alliance» IBA)
The system is a decision-making system for the development of planned standards for the operation of the road for a medium-term period (a month or less), with the alignment of planned standards with the situation on the Belarusian railway.
The system of technical regulation of operational performance indicators of the Belarusian Railway is being developed in the conditions of the functioning of the transportation management center and is designed to carry out calculations for planning technically sound operational standards of the road and its structural units for a short-term period (month) by:
- implementation of modern principles of management of transportation activities at the landfill of the road on the basis of information technology, automation of information support functions of management and decision-making;
- achieving a new qualitative level of railway facilities management through the use of progressive methods and practices in modern economic conditions;
- optimization of the technology of the transportation process by increasing the information content of its components;
- strengthening the functions of interaction between employees of services and departments involved in the provision of transportation;
- optimal management of production resources;
- minimization of inefficient and unreasonable costs in the field of transportation organization.
The development and implementation of the technical rationing system provides for the solution of the following main tasks:
- ensuring the cargo transportation plan as a whole and for each planned cargo;
- intensive use of vehicles;
- improving the efficiency of regulation of car fleets by type, owners and ownership of rolling stock between road sections and dedicated stations, depending on the transported goods and the maximum use of the carrying capacity and capacity of cars;
- rational distribution of the fleet of empty wagons between branches and stations to ensure a cargo loading plan, taking into account the ownership of wagons by the owner states;
- the choice of the direction of the loaded car traffic and empty car traffic, taking into account the ownership of the cars to different owners;
- establishment of norms of the operated fleet of locomotives by road, NODE and main depot by number and series in accordance with planned volumes of work and norms of mass of trains;
- determination of fuel and electricity needs for each depot, department and road as a whole, depending on the planned cargo turnover and fuel consumption per meter;
- determining the size of train flows and car flows for the development and adjustment of the timetable and the train formation plan;
- analysis of the implementation of technical standards by railway units.
